In July 2023, the plans for a government program for a possible Republican president of the United States were made public. They were developed under the Heritage Foundation’s leadership.  They call for cuts in every area of US government activity.

The Heritage Foundation, along with right-wing groups and more than 350 right-wing authors, developed recommendations for action. These include supporting the oil and gas industry and obstructing the energy transition.

These include the dissolution of three energy ministry agencies which are key players in the energy transition. The budget for the expansion of the electricity grid is to be cut. This will slow down the generation of electricity from renewable sources. The same applies to climate investments through the multi-billion euro inflation reduction act.

The Environmental Protection Agency (EPA) will be gutted and downsized. Fighting climate change will no longer be the focus. A variety of functions in the areas of environmental justice and public engagement are to be terminated. At the same time, fossil fuels will be promoted and regulations on oil and gas drilling will be loosened.

Furthermore, the powers of the US President are to be expanded. The US Trade Commission and the Media Commission will report directly to him.

The protection against dismissal for civil servants will be changed so that people who are considered disloyal can be quickly removed from the service.

The plans for Project 2025 also include massive interventions in the judicial system, in NATO, and in numerous trade agreements.

The Presidential Transition Project 2025 paves the way for effective conservative leadership and is based on four pillars: a policy agenda, a presidential personnel database, a presidential leadership academy, and a handbook for the first 180 days of the next administration.
